The article is devoted to the problem of efficiency assessment of budgetary funds use when state orders placing. The authors prove the necessity of the cost efficiencies consideration from the point of view of budgetary funds economy. The authors propose methodology which includes the indicators to assess the efficiency of budget receipts of government order.

EVALUATION OF REGIONAL INFRASTRUCTURE ADEQUACY

The author discusses issues related to the formation of regional infrastructure assessments accepted principles of evaluation of regional logistics infrastructure in different countries. The author carried out a comparison of the dynamics of economic development of the regions, ratings of Regional Development and dynamics of investments in infrastructure. Criteria to estimate the adequacy of logistics-equalization region are proposed.

ELITE IN THE SOCIAL PHILOSOPHY CONTEXT

In this article the author presented some principal «theories of the elites» proposed by the Rus-sian and foreign philosophers during different historical periods. The presented philosophical theories give some specific and original explainings different aspects of the social life of the different types of the elites. Analyzing the presented conceptions the author of the article concluded that the elite forms by the natural way by regular reproduction and it are completed by the persons propos-ing the intellectual ideas.

This article examines the model of intercultural communication competence in the field of professional communication. This competence implements social and professional needs of the students, promotes the mastery of professional foreign-language knowledge and skills, develops professionally significant personality traits, interest in the economic and administrative activity and the needs and ability for self-education.
